Miles Toder, Ph.D.

Vice President

Miles Toder has dedicated his life to service. He began his career in political economy  under the National Environmental Protection Act (NEPA) practicing as a planner, researcher and university lecturer at the state and local levels in Wisconsin, Michigan and Florida. In the late 1980’s he transitioned to international work as a technical advisor implementing United States foreign assistance programs in Sudan, Pakistan, Afghanistan, Poland, and Zimbabwe, also managing United States foreign assistance offices in Zambia and Kosovo.

In 2007 he received his Commission as a US Foreign Service Officer and served tours at US Embassies in Iraq and Indonesia, and led US foreign assistance programs at the US Embassy in Pakistan. His final posting was as Senior Development Counselor at US Embassy Beijing with added responsibility for foreign assistance development partnerships with our Japanese and Korean allies at US Embassies in Tokyo and Seoul.

Since retirement, Miles was elected to the Board of his community’s homeowners association and has been designated as liaison for his and neighboring communities in Sarasota County, Florida with the County and State Government on planning and growth management issues. He returned to government service briefly under a recall appointment during the COVID pandemic to assist with recruitment and career development of Foreign Service officers and is engaged as Senior Development Advisor on Stabilization with the US Embassy in Baghdad.  He remains active during this time with alumni associations representing federal civil service and foreign service officers, and as a mentor to men and women who are still in public service.
